Tropical Storm Rina forms alongside Philippe, not expected to quickly intensify

Tropical Storm Rina formed over the central tropical Atlantic Ocean Thursday morning alongside Philippe, and hurricane forecasters said neither storm is expected to reach hurricane strength.
